MINIMUM EDUCATION, QUALIFICATIONS & SKILLS

Education:

Bachelor’s degree in Electrical engineering / Electronics & Communications Engineering / Instrumentation Engineering / Computer Engineering

Certification:

IEC 61850 / Vendor SAS training (Siemens or Hitachi or GE)

• CCNA/CCNP or equivalent

• Optional - Cybersecurity (IEC 62443)

Experience:

• Experience in SAS, SCADA, industrial networks

• Experience in IEC 61850 systems, IEDs, BCUs, gateways, Servers

• FAT/SAT, commissioning, integration

• Utility/grid substation projects

Electrical sector (power stations, substation, overhead line,) not oil and gas.

Special Skills & Knowledge:

• IEC 61850 (GOOSE, MMS, Sampled Values)

• IED configuration, SCL files (CID, ICD, SCD)

• SCADA/Gateway systems (SICAM PAS, RTU)

• Industrial networking (PRP/HSR, VLANs)

• Cybersecurity (IEC 62443)

• Time sync (NTP/PTP)

• Testing tools & protocol analyzers

• Reporting & contractual understanding

• Overseeing the design, development, and implementation of SCADA systems to ensure full compliance with project specifications, operational requirements, and utility standards.
• Conducting detailed design reviews and obtaining approvals for Station Control System (SCS) engineering, including:

• Signal Lists
• Single Line Diagrams (SLD)
• SCADA architecture and communication design
• Scaling documents and parameterization

• Reviewing and validating all SCADA modification documents, ensuring alignment with control center (LDC) requirements and existing system configurations.
• Coordinating with stakeholders to plan, execute, and monitor SCADA-related project activities, ensuring timely completion within budget and required quality standards.
• Leading and coordinating database engineering activities, including:

• Verification of signal mapping
• Point database validation
• EMS parameter configuration and consistency checks

• Organizing and witnessing Data Base & End-to-End (E2E) testing in coordination with LDC SCADA & Control teams, including:

• Command execution
• Status indications
• Measurement validation
• Alarm verification

• Ensuring proper integration of SCADA systems with SCS/RTU/Gateway systems, including thorough testing to guarantee system reliability, performance, and interoperability.
• Acting as the focal point for coordination with SCADA vendors, ensuring:

• Timely resolution of issues
• Closure of all SCADA-related snags
• Compliance with project deliverables and standards

• Monitoring and ensuring quality and consistency of engineering and site implementation, particularly during configuration, testing, and commissioning phases.
• Providing advanced troubleshooting and technical support to minimize downtime and ensure continuity of operations.
• Developing and maintaining comprehensive SCADA documentation, including:

• Design documents
• Test reports (FAT/SAT/E2E)
• Configuration records
• Operation & maintenance manuals

• Engaging with all stakeholders (clients, LDC, vendors, internal teams) to:

• Gather and validate requirements
• Provide regular progress updates
• Resolve technical and operational issues

• Providing adequate and competent engineering resources during all project phases:

• Engineering
• Construction
• Testing & commissioning
• Project close-out
  (until full satisfaction of the end user)

• Assigning a dedicated SCADA Lead/Coordinator to be based at OETC office for centralized coordination of all SCADA-related activities across projects.
• Conducting training and awareness programs for project teams to strengthen SCADA knowledge and promote standardization across the organization.
• Ensuring proper follow-up and tracking of EMS/SCADA parameters, alarms, and performance indicators in coordination with control center teams.
• Performing any other activities/tasks related to SCADA systems as required for successful project execution.
